Preheat oven to 375F. In a large bowl combine, flour, baking powder, baking soda, and salt. With a fork or pastry blender, cut chilled butter into flour to form crumbles. Add vanilla and milk to mixture. Mix well together. Line a cake pan with parchment, shape dough into a circle. The dough will not reach the sides. You want the scones to be about 2 inches thick.
Cut the dough into 6 even triangles. Bake the scones for 15-20 minutes or until toothpick comes out clean. While scones are baking, make the glaze. Mix ingredients together, however just add 1 tablespoon of water at a time to the mixture until it’s the desired consistency you like. It usually takes 2 ½ - 3 tablespoons for a thick consistency. Let scones completely cool, then add thick glaze to the top.
